    Opportunity

    Abt Associates seeks an Associate with public health research and evaluation experience. The successful candidate for Associate will be responsible for assisting in the design and implementation of research and evaluation studies funded by HRSA. This position would serve as Project Manager on evaluation projects for HRSA and will guide the project work as well as conduct components of the project research such as lead a qualitative studies. The candidate will enjoy working in a team environment, participating in and leading major projects, directing proposal efforts, and managing relationships with the study sponsors. He/she will maintain excellent relationships with federal agency and Abt training and evaluation partners and consultants be regarded within target agencies and organizations as a subject matter expert. The candidate will have demonstrated capability of presenting and speaking at professional meetings, and supporting development and publication of research findings.

    Key Roles and Responsibilities

    • Participate and occasionally lead efforts to design and implement mixed methods evaluation studies.
    • Serve as project manager for large to medium HIV, primary care or MCHB-related evaluation projects.
    • Participate with other senior staff in HRSA business development activities by obtaining additional work from existing clients or by identifying new opportunities.
    • Exercise initiative and lead the preparation and review of project reports and findings.
    • Maintain an industry presence as a subject-matter expert by presenting or publishing.
    • Review work and provide technical guidance to less senior staff. Serve as a resource capable of applying advanced evaluation techniques, concepts, and methods related to a particular field of specialization - HIV, primary care or maternal child health.

    Preferred Skills / Prerequisites

    • Experience in a managing projects including evaluation programs preferably with HRSA and other HHS agencies. Preference for HIV prevention and treatment experience or maternal child health, or primary care.
    • Position also requires significant experience in project and program development and sponsor relationship management and proven track record of project leadership.

    Minimum Qualifications

    • MA/MBA with 7 - 10 years of experience OR PhD with 4 - 6 years of experience OR the equivalent combination of education and experience. In cases of internal promotion, an exception may be made to the minimum requirements based on company needs and the proven ability of the incumbent to perform the key roles and responsibilities of this position.
