    Job Summary

    Responsible for leading strategic government affairs growth initiatives in states including positioning Molina Healthcare Inc. (MHI) with state officials. Identify and impact key public policy issues to ensure sustainable funding for government-sponsored programs, expansion of those programs, and private-sector participation in the programs. Advise and support state plan leadership on positioning the company on key policy issues. Track health care trends and conduct policy research on various health care related topics impacting Molina's business in all Molina Healthcare segments in the state - Medicaid, Marketplace and Medicare. Represent company at the state levels with elected officials. Work collaboratively with internal stakeholders to secure health plan strategic goals.

    Duties and Responsibilities (List all essential duties and responsibilities in order of importance)

    • Build and maintain relationships with elected officials, and represent Molina before administration officials and legislators in assigned states

    • Create and implement strategic advocacy plans to advance Molina's position on key policy issues

    • Identify opportunities and favorably position the company to grow Molina's lines of business in assigned states

    • Identify, develop and recommend policy positions and advocacy strategies on state regulatory and legislative issues affecting Molina

    • Work collaboratively with internal stakeholders and advise Molina teams such as health plan leadership, legal, communications, and others to advance the company's position on public policy issues and development of products and services

    • Represent Molina on relevant trade association boards and committees, formal and informal coalitions, and attend relevant events

    • Identify, monitor and analyze relevant policy trends that could impact business opportunities and develop recommended responses and positions

    • Foster ongoing relationships with the advocacy community and other external stakeholders and identify policy areas that align Molina interests with outside entities

    • Prepare written communications, policy briefs, testimony, comment letters, position statements and talking points in collaboration with other Molina departments as appropriate

    • Develop political giving plan and election year analysis for designated states

    • Conduct literature reviews and maintain resource library on key topics

    • Provide direction and oversight of contracted consultants in assigned states

    • Support PAC participation growth and develop plans for support of elected officials

    • Maintain regular attendance based on agreed-upon schedule

    • Maintain confidentiality and comply with Health Insurance Portability and Accountability Act (HIPAA)

    • Ability to establish and maintain positive and effective work relationships with coworkers, clients, members, providers and customers

    • Self-motivated team player

    • Strong organization skills and attention to detail

    • General familiarity with health care policy and regulatory issues, including the Affordable Care Act

    • Familiarity with state legislative and rulemaking process and procurement procedures.

    Job Qualifications

    Required Education

    • Bachelor of Science degree or Arts degree with an emphasis in government; political science; public policy; public, health or business administration; or related field

    Required Experience

    • 5-7 years' experience in health care government affairs, public policy development or regulatory oversight.

    • Knowledge of Affordable Care Act

    • Strong analytical skills

    • Demonstrated knowledge of and experience in computer programs - Microsoft Word/Excel/, PowerPoint, Outlook, etc.

    • Must register as a lobbyist in markets as dictated by law

    Required License, Certification, Association

    Graduate degree

    Preferred Experience

    • 3 years' experience with government programs - Medicaid.

    Pay Range: $96,325.57 - $182,705.4 / ANNUAL
